In view of reply and order dated 23.11.2019 passed by respondent taking decision on petitioner's representation though belatedly, I am not inclined to proceed further in the matter. It would however be open for the petitioner to challenge legality and validity of order dated 23.11.2019 on its own merit in properly constituted proceeding on such grounds as may be available to him under the law.

The contempt petition is accordingly closed.
