1. The claim raised by the petitioner in this petition is for grant of time bound pay scale on petitioner's completing 7 years of service continuously on the same post.

2. Perusal of records would show that the petitioner has not made any efforts at the respondents level for redressal of his grievance and has straightway filed this petition for ventilating his grievance.

3. For the aforesaid reasons, this court is not inclined to entertain this petition at this juncture. The petitioner is directed to move a detailed representation in this regard to the respondent No.2 supported with relevant circulars, who, in turn, shall take decision on the said representation keeping in view the circulars of the State Govt. as also considering the merits of the petitioner in accordance with circulars applicable within a period of 90 days from the date of receipt of such representation.
