The relief sought for by the petitioner in this petition is for a direction to the respondents for counting his past service rendered as Panchayat Karmi/Panchayat Secretary while quantifying the length of service in the present department.

The counsel for the petitioner, in support of his contention, relied upon the circular dated 03.08.2018 issued by the Finance Department of the State of Chhattisgarh whereby guidelines have been framed by the State as to how the benefits has to be calculated so far as the persons who have come from other department under the State Government. 3.

It appears that the petitioner has not raised any grievance before any of the authorities in the department and has straightway filed the present petition before this court.

Given the aforesaid position, let the petitioner file a detailed representation to the respondents No.2&3, who, in turn, shall scrutinize the claim of the

petitioner particularly taking note of the circular of the State Govt. dated 03.08.2018 issued by the Finance Department of the State and shall decide the same within a period of 90 days thereafter. 5.

It is made clear that this court has not expressed any opinion so far as merits of the case or so far as entitlement of the petitioner is concerned. However, the respondents, in all seriousness, shall take into account the circular referred to herein and, if required, seek necessary instruction/ advice from the State Govt. or from the Finance Department of the State of Chhattisgarh in this regard while deciding the representation of the petitioner.
