Sam Koshy Order On Board 24.10.2018 The grievance of the petitioner is that she was eligible for promotion from the post of Headmaster, Primary School/Upper Division Teacher (Post Graduate) to the post of Lecturer and she being a teacher in history subject, she was called for counselling on 25.09.2018. However, during the course of counselling she was informed that the post of "History" teacher had already been filled up in the previous counselling held on 24.09.2018 by a teacher belonging to 'Political Science' subject. This according to the petitioner is arbitrary.

Counsel for the petitioner submits that the authorities while holding

counselling should have given priority to the female lecturers so also the handicapped category persons etc. which again has not been taken note of by the respondents while granting posting on promotion. 3.

Given the limited grievance which the petitioner has raised, let the petitioner, in addition to the representation that she has already made, make a fresh representation supported with all relevant documents and records to respondent no.2 within a period of 10 days from the date of receipt of certified copy of this order and on receipt of such representation respondent no.2 shall in turn decide the same expeditiously preferably within a period of 90 days thereafter in accordance with the rules and guidelines governing the field and also taking into consideration the grievance which the petitioner has raised in her writ petition. 4.

The writ petition accordingly stands disposed off with the aforesaid observation.
