The challenge in the present Writ Petition is to the order Annexure-P/1 dated 14/06/2018 whereby the services of the petitioner has been attached from the post of Secretary of the Gram Panchayat, Matkot, Janpad Panchayat Tokapal to the office of Chief Executive Officer, Janpad Panchayat, Tokapal.

The counsel for the petitioner referred to the circular of the State Government which says that there is total ban on attachment of officers being from one place to another. He further submits that the petitioner has till
date not been relieved therefore the authorities may be directed to reconsider the same.

Considering the facts and circumstances of the case particularly taking note of the circular of the State Government where there is total ban on attachments to be made, let the case of the petitioner be reconsidered by the respondent No.4 who has issued the order Annexure-P/1 and pass an appropriate order in the case of the petitioner keeping in view the circulars of the State Government.

Meanwhile, there shall be a stay of the effect and operation of the impugned order dated 14/06/2018 if the petitioner has not been relieved till now.

The Writ Petition accordingly stands disposed off. 6.
