Learned counsel for the petitioner would submit that the petitioner is entitled to 3rd time bound pay scale, which has not been granted to him. It is submitted that the petitioner has made representation to respondent No.3/ Joint Commissioner, therefore, he may be directed to consider and decide his representation.

Be that as it may, the petitioner may make representation to respondent No.4 / Assistant Commissioner within two weeks from today, thereafter, respondent No.4 shall consider and decide his representation within four weeks from the date of receipt of copy of this order. 3.
