Heard learned counsel for the parties.

Since production of certificate of registration of GST is integral to a person being permitted to participate in the Notice Inviting Tender in question, the cut-off date being 03.10.2018, subsequent production of that certification on 15.10.2018 cannot bail the petitioner out.

This Court will not give any direction in favour of the petitioner for consideration of his technical bid, because there seems to be latches and delay on
the part of the petitioner himself as he had applied for registration for the first time under GST only on 02.10.2018 i.e. one day before the date when the tender was required to be opened.

Writ has no merit. It is dismissed.
