(2) On due consideration, the application is allowed. Respondent No. 2 is exempted from personal appearance on 27th February, 2017. (3) Learned counsel for the respondents would submit that the order complained of has been complied with by the State Government vide order dated 16.02.2017 and proforma promotion has been given to the petitioner with effect from 29.12.1984.

(4) Learned counsel for the petitioner however would submit that

backwages have not been given to the petitioner. (5) In view of above, the order complained has been complied with substantially. The Contempt petition is closed. Rules issued is discharge. However, the petitioner is free to challenge the order 16.02.2017 in accordance with law.
