1. Learned counsel for the petitioner submits that despite the order passed by this Court as back as on 15.09.2016 for consideration of the case of the petitioner, till date, no decision has been taken which amounts to willful disobedience of the order of the Court.

2. Taking into consideration the nature of exercise required to be undertaken by the respondent, this Court had not fixed any time limit for compliance of the order of the Court but even in such a case, the respondents were required to take necessary steps and decide the claim of the petitioner within a reasonable time.

3. The letter dated 03.10.2016 shows that the petitioner's representation was submitted before the Executive Engineer along with the copy of the order and it is not known when this order was received by those, who are under duty to scrutinize the petitioner's record for the purposes of considering his eligibility for regularization.

4. It is directed that the State shall ensure that the order of the Court is complied with as early as possible within an outer limit of three months from the date of receipt of copy of this order. If the Secretary of the Department, himself, is not the Chairman of the Scrutiny Committee, he shall issue direction forthwith to the competent officer, who is heading the Scrutiny Committee that the Committee is required to scrutinize and take appropriate decision in the case of the petitioner within a period of three months from the date of receipt of copy of the order.

5. The contempt petition is disposed off.
