1. Learned counsel for the petitioner would submit that petitioner's joining is not being accepted by respondent No. 4, therefore, appropriate direction be issued to him.

Be that as it may, petitioner is at liberty to make representation before respondent No. 4 within 10 days from the date of receipt of copy of this order, which will be considered by respondent No. 4 within three weeks from the date of filing of the representation strictly in accordance with law by passing a reasoned and speaking order. It is made clear that this Court has not expressed any opinion on the merits of the matter.
