Be that as it may, respondent No. 1 is directed to consider and decide petitioner's representation strictly in accordance with law within 90 days from the date of receipt of copy of this order by passing a reasoned and speaking order. It is made clear that this Court has not expressed any opinion on the merits of the matter.
