1. The grievance of the petitioner is that he is visually impaired and vide advertisement dated 05.09.2017 applications were invited for recruitment to the post of Assistant Development Extension Officer. Pursuant to the advertisement, the petitioner participated in the examination and his name was in the waiting list. As per the circular of the State, the backlog vacant posts are to be filled up and it is stated that as on date one post in respect of category of OBC (visually impaired) is still vacant. Therefore, the petitioner having secured his position in merit is entitled to get the job in the category of OBC (disabled person). It is stated that initially the name of the petitioner was in the waiting list and when the final

appointment has not been provided to him, he made a representation, which is pending before respondent No.2 and the same may be directed to be decided particularly taking into consideration the Circular and the fact that the petitioner is visually impaired and belongs to the category of OBC.

Considering the grievance of the petitioner that he is visually impaired and if one post is still vacant for the category of OBC (disabled person) and if the petitioner is qualified for the post, there is no reason why the petitioner should not be benefited and like that of other able persons the petitioner has secured position in merit and is at par with all the people at large. Therefore, the respondent is directed to decide the application/ representation of the petitioner objectively keeping in mind the spirit of reservation and condition of the petitioner within a period of 60 days from the date of receipt of certified copy of this order.
