The dispute raised by the petitioner in the instant Writ Petition is the non-granting of the Time Pay Scale payable to him on completion of more than 20 years of service.

According to the petitioner, he was appointed in the year 1979 as an Assistant Teacher and in the year 1996, he got promoted to the post of Upper Division Teacher and since then he has completed 20 years of service on the same post i.e. of the Upper Division Teacher.

The counsel for the petitioner submits that, as per the circular of the State Government dated 28/04/2008, the petitioner is entitled for the benefit of Time Pay Scale receivable by the petitioner on his completing 20 years of service on the same post.

Given the aforesaid facts and circumstances of the case, let the respondents No. 2 & 3 scrutinize the claim of the petitioner in the light of the circular dated 28/04/2008 so far as grant of Time Pay Scale is concerned and suitable order be passed within an outer limit of 90 days from the date of receipt of certified copy of this order.
