1. Grievance of the petitioner is that the petitioner has been transferred from Public Works Division Champa to Public Works Division Patthalgaon. It is contended that the Executive Engineer has recommended that the petitioner is only person who is discharging the official work despite the fact he is ailing and the pension, salary, payments, vouchers etc. have been prepared by him. He further submits that as per the policy of the State, being the only person in the Champa Division, if he is transferred, it would be against the Clause 2.5 of the transfer policy, which purports that one person should not be transferred to other place when the deficit accrues. It is further contended that the petitioner was transferred in the place on 03.10.2018, and within one year the petitioner again has been transferred, which would amount to frequent transfer.
2. Perused the documents and also the letter of Executive Engineer. Considering the facts of this case, the petitioner is given liberty to make a fresh representation within a period of 15 days before the Grievance Redressal Committee and the same shall be decided by the Committee within an outer limit of 45 days from the date of receipt of the representation. Till then the transfer of the petitioner shall not be given effect to.
