The petitioner was awarded labour contract by the respondent. However, despite execution of contract, the agreed amount, as reflected in the documents (Annexure-P-1 & P-2), has not been paid.

It appears, the petitioner has moved several representations, which have not been considered and decided by the respondent. 3.
Let the petitioner move fresh representation seeking payment of the undisputed amount, which the petitioner is entitled for, for execution of the contract with the Nagar Panchayat, Baloda, District Janjgir-Champa, within a period of 2 weeks from today. Thereafter, the said Nagar Panchayat shall consider and decide
the representation by a speaking order, at the earliest, preferably within a period of 3 months from the date of submission of representation.

It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order as opinion on the merits of the case.
