1. The grievance raised by the petitioner in the present writ petition is for a direction to the respondents to consider his claim for release of his earned leave and other dues which were payable to him while he was in service including the Time Scale Pay/Kramonnati and other allowances, which he was entitled for.

2. The counsel for the petitioner submits that the amount payable to the petitioner is already sanctioned by the department, but because of account of the institution being frozen by the higher authorities, the payment could not be released to the petitioner. Counsel for the petitioner submits that the petitioner herein has retired from service

-2on 30.04.2014, but till date the respondents have not cleared some of the dues, which were payable to the petitioner while he was in service. The petitioner has already made a representation in this regard to the respondent No.5, which again has till date not been finalized or decided.

Given the said facts and the nature of dispute, this Court does not intend to keep the petition pending, rather ends of justice would meet if writ petition is disposed off with a direction to the petitioner to file a fresh detailed representation in respect of all the dues that are payable to him to the respondents No.2, 4 & 5 within a period of two weeks from today and on such receipt of the representation, the respondents No.2, 4 & 5 shall after a detailed enquiry as to the unpaid dues/retiral dues and duly consider and decide the same at the earliest preferably within a period of 60 days from the date of receipt of the representation.

4. It is made clear that in case if any dues are found to be payable to the petitioner, the same should be released at the earliest preferably within a further period of 60 days.

5. With the aforesaid observations, the present writ petition stands disposed off.
