Today, State counsel, on instruction from respondent no.3, makes a submission that the advertisement under challenge in the present writ petition has already been acted upon and the appointment orders have also been issued to the selected candidates.

In view of the aforesaid specific submission made by the State counsel, since the recruitment process has already been completed in respect of the advertisement under challenge, a substantive right has been created in favour of the selected candidates and they are not a party before this Court, the present writ petition for these reasons would not be maintainable and the same stands dismissed as having become infructuous.
