1. Challenge in this petition is to the transfer order dated 31.08.2019, whereby the petitioner has been transferred from Municipal Corporation, Birgaon to Municipal Corporation, Raigarh. It is contended that the said transfer is contrary to the policy of the State as the transfer was effected on 31st of August, 2019 and the State itself has placed a ban to transfer of officer or employee from 23.08.2019 and thereafter there shall be a complete ban.

2. Learned counsel for respondent No.2 would submit that as per the instructions received, the petitioner has already been relieved on 17.09.2019.

3. Be that as it may, let the petitioner make an appropriate representation to the respondents within 10 days from the date of receipt of certified copy of this order and the respondents in turn shall consider the same within a period of 45 days from the date of receipt of the representation.

4. Till the representation of the petitioner is decided, the effect and operation of the impugned order so far as the petitioner is concerned shall remain stayed, if it is not been executed till date.
