1. The grievance of the petitioner is the order dated 17.09.2018 issued by the respondent No.2 whereby the respondent No.3 has been made the Urban Block Medical Officer.

2. The contention of the petitioner is that the respondent No.3 firstly is not posted within the Urban Block and secondly the respondent No.3 is also junior to the petitioner and it is also the case of the petitioner that it is the petitioner, who is in fact posted in the Urban Block and is also senior to the respondent No.3.

3. The grievance of the petitioner is that ignoring the claim of the petitioner, the respondent No.2 has arbitrarily appointed the respondent No.3 as the Urban Block Medical Officer.

-24. Perusal of record would show that the petitioner has not filed any representation to the higher authorities in the department for ventilating his grievances and has rushed to the Court by filing of the present writ petition.

Given the nature of dispute and the grievance raised therein, let the petitioner make a detailed representation in this regard to the respondents No.1 & 2, who in turn shall take an appropriate decision in accordance with the rules and regulations and also considering the place of posting and the inter se seniority between the petitioner as well as the respondent No.3.

6. With the aforesaid observations, the writ petition stands disposed off.

7. It is expected that the authorities concerned may take a decision at the earliest preferably within a period of 60 days from the date of receipt of certified copy of this order.
