The only ground on which the review has been sought is that the candidate in question was illiterate and therefore, a more magnanimous and liberal view ought to be taken.

Since law is equal for all and makes no distinction between a literate or an illiterate person in matters of compliance or non-compliance, therefore, the same cannot be a ground for leeway or any concession in the matter of rigors of law, which is required to set in, due to non-compliance. 4.
