1. The present contempt petition has been filed alleging the noncompliance of the order dated 07.08.2019 passed in WPS No. 5894/2019.

2. This Court, in the pending writ petition i.e. WPS No. 5894/2019, on 07.08.2019, had stayed the effect and operation of the impugned order until further orders. In spite of the respondents being intimated about the same, they have passed an order i.e. Annexure C-4 dated 23.08.2019 which is contemptuous and therefore, the contempt petition has been filed.

3. The respondents have now entered appearance and produced a document Annexure R-1 dated 21.11.2019 whereby the High Powered Committee have stayed the effect and operation of the order dated 23.08.2019 till WPS No. 5894/2019 is finally decided.

4. In view of the specific order dated 21.11.2019 passed by the respondents, this Court is of the opinion that the order passed by this Court on 07.08.2019 stands honoured.

5. The effect and operation of the order dated 23.08.2019 shall now be decided only after the writ petition i.e. WPS No. 5894/2019 is finally decided. Till then, the respondents, in terms of the order dated 21.11.2019, shall not take any further step on the basis of the order

dated 23.08.2019.

6. With the aforesaid observation, the contempt petition stands disposed of and the contemnors stand discharged from the contempt proceedings.
