The challenge in the present Writ Petition is to the order Annexure-P/1 dated 05/04/2018 whereby the petitioner has been inflicted with punishment of stoppage of one increment with cumulative effect. 2.

Prima-facie, this Court is of the opinion that, the instant Writ Petition may not be sustainable for the reason that, there is a provision of departmental appeal and revision Rules provided in the statutes. 3.

Reserving the right of the petitioner to approach the Appellate Authority for redressal of her grievance against the impugned order, the present Writ Petition in its present form is held to be unsustainable.

In the event if the petitioner prefers an appeal within a period of 3 weeks' from today, the Appellate Authority is directed to consider the appeal on its merits ignoring the aspect of limitation in filing of an appeal and while deciding the same, it is also expected that the Appellate Authority would pass a speaking order taking into consideration the grounds raised by the applicant in his appeal.
