At the outset it appears that the order under challenge is passed by the Chief Executive Officer, Zila Panchayat, Bilaspur. Since order are passed under the Panchayat Raj Adhiniyam, 1993, Chhattisgarh Panchayats (Appeal and Revision) Rules, 1995 contemplate that in case order is passed by the Zila Panchayat appeal would lie under Rule 3 before the Commissioner. Consequently, there is alternative remedy is available, therefore this court is not inclined to entertain this petition. 2.
