2. The petitioner has executed a contract of laying mat in the Gymnasium Hall constructed by the Nagar Panchayat, Pithora , however, despite execution of the contract by the petitioner,

payment is not made for want of administrative approval as reflected in the communication issued by the Nagar Panchayat, Pithora- Annexure P/6 addressed to the Director of Urban Administration and Development, Government of Chhattisgarh.

3. Considering the entire facts and circumstances of the case, the writ petition is disposed of with direction that if the petitioner moves a fresh representation before the Nagar Panchayat, Pithora for payment of the amount and the Nagar Panchayat is of the opinion that there is no dispute about execution of the contract to the satisfaction of the Nagar Panchayat, the representation shall be decided by a reasoned order within 6 weeks from the date of its submission.
