The impugned order dated 23.10.2019 (Annexure P-1) passed by the Chief Executive Officer, Zila Panchayat, Bilaspur is under challenge in this writ petition.

If the order is passed by the Zila Panchayat, as per Rule 3 of The Chhattisgarh Panchayats (Appeal and Revision) Rules 1995 the appeal would lie before the Commissioner.

Since the alternative remedy is provided, I am not inclined to interfere with the impugned order.
