1. The relief sought for in the present writ petition is for releasing of the dues that the petitioner is entitled for pursuant to the service that the petitioner has provided to the respondents.

2. The petitioner is in the business of Tent And Catering services. The petitioner participated in the tender notice floated on 14.09.2018 in respect of providing tea, snacks and other eatables to the participants in the meetings and training for the elections that were conducted in

the year 2018. The petitioner was found the lowest bidder and was allotted the work order and the petitioner has provided the services to the respondents. Subsequent to the completion of the work, the petitioner raised a bill from 17.02.2019 to the tune of Rs.14,75,928/- but till date, this bill has not been finalized and the petitioner has not been made any payment.

3. Considering the fact that the claim of the petitioner arises out of a tender proceeding which was finalized by the respondent authorities and the petitioner also having executed the same, without making any comment so far as the actual entitlement of the petitioner is concerned, the petitioner is directed to approach the respondents 2 & 3 to decide his claim at the earliest subject to verification of facts and figures by the authorities concerned. It is expected that the respondent authorities shall take a decision at the earliest preferably within a period of 4 months from the date of receipt of copy of this order.
