1. By this petition, the petitioners seek a direction to the respondent authorities to frame promotion policy from the post of Head Constable (Nursing) to the post of Assistant Platoon Commander (Nursing).
2. Learned counsel for the petitioners submits that the petitioners have been discharging their duties on the post of Head Constable (Nursing) from 9 years and since there is no promotional avenue exists, therefore, the petitioners have not been promoted and no promotional rules have been framed. He further submits that considering the grievance of the petitioners in internal meeting of the respondents, it was decided and forward the issue to the State to frame a policy regarding the promotion. The petitioners, therefore, submit that at this juncture, the petitioners may be allowed to make a representation, which may be decided so that the further avenue for promotion of the petitioners can be considered.
3. Considering the grievance of the petitioners, since the petitioners were appointed in the year 2010, it is observed that the petitioners may file a representation before the respondents No.1 to 3 who in turn shall decide the same within an outer limit of 6 months.
