Learned counsel for the petitioners would submit that the petitioners are working in the department of Rural Engineering Services. Since 2008 they were paid salary, however from December, 2017 onwards all of a sudden
their salary have been stopped. Learned counsel referred to the annexures and would submit that certificate has been issued by the SDO Rural Engineering, District Koria which fortifies the fact that the petitioners are working, therefore without any rhyme or reason if salary are withheld then it will lead to starvation.

Despite time granted to the State counsel to seek instruction on 4/12/2019, again today also no instruction has been received by the State. 3.
Perusal of the document would show that document has been issued by the SDO Rural Engineering, Baikunthpur (Koria). The letters have been addressed by the petitioners to the Chief Engineer as also to the different authorities wherein they have stated that though they are working since last many years, from December, 2017 their salary have not been released. Considering the certificate which has been issued by the respective government official, prima facie it shows that the petitioners though were working their salary are not being paid. Consequently, respondent No.2 Chief Engineer, Rural Engineering Department, Raipur shall look into the case of the petitioners and may sought for the necessary information from the subordinate and after due verification shall make all endeavour to release the salary of the petitioners forthwith within a period of 30 days from the date of receipt of this order.
