1. Grievance of the petitioner is that the petitioner has been transferred from Community Health Centre, Malkharouda, District Janjgir-Champa to District Hospital Bilaspur, on administration ground.
2. It is contended that the petitioner was transferred at Community Health Centre Malkharouda in the month of September 2018 wherein he joined and even one year has not passed, the petitioner again has been transferred to a new place, therefore, it would be a frequent transfer. Apart from that, the petitioner's wife Smt. Anita Uraon is also working at Government Naveen College, Hasaud, District Janjgir and as per the policy of the State normally the husband & wife are kept in the same place; therefore, the transfer of the petitioner may be canceled.
3. Perusal of the document Annexure P-2 would show that the petitioner was posted at Malkharouda, District Janjgir-Champa in the month of September, 2018 and within one year, he has been transferred. Further taking into fact that the wife of the petitioner is also working at Hasaud,
District Janjgir-Champa; therefore, as per the policy, the petitioner is given liberty to make a representation within a period of 15 days from today to the Grievance Redressal Committee and the Committee in turn shall decide the same within an outer limit of 60 days from the date of receipt of the representation. Since the transfer order is dated 23.08.2019, therefore, if it has not been carried out till date, the same shall not be given effect to till the representation is decided.
