The instructions of the State are still awaited. 2.

The case of the petitioner is that by order dated 13.08.2019 the petitioner was transferred from Tahsil Bilaigarh, District Balodabazar to the Office of Collector, Land Record, District Bilaspur. Subsequently, he joined at Bilaspur on 01.10.2019. Thereafter, on 06.11.2019 by Annexure P-5 the petitioner was transferred from the Office of Collector, Land Record Bilaspur to the Collector, Land Record Mungeli. It is contended that the petitioner is subjected to frequent transfer, as he joined the transferred place on 01.10.2019, thereafter, on 06.11.2019 the petitioner again been transferred to Mungeli.

Given the aforesaid fact, the petitioner may make a representation within 15 days to the respondent No.2, Commissioner, Bilaspur Division, canvassing all his grievance and if such representation is made, the same shall be decided within a period of 45 days from the date of receipt of the representation. In the meanwhile, if the transfer of the petitioner has not been given effect to, the same shall remain stayed till the representation is decided. 4.
