1. Learned counsel for the petitioner submits that the petitioner was entitled to be considered for promotion to the next higher post carrying the Scale VI to VII and despite the fact that he is under the zone of consideration since the year 2009 in view of Circular of Government of India dated 14th March, 2012 itself and though much time has elapsed since 2009, the case of the petitioner has not yet been considered. He submits that the petitioner has filed representation dated 28.11.2018 (Annexure P-4) before respondent No.2, however, the same still remains undecided. He prays that for the time being, the said representation may be directed to be decided forthwith.

2. Considering the limited prayer of the petitioner, the petitioner is given liberty

to make a fresh representation to respondent No.3 who in turn shall forward it to the concerned superior authority of the Bank within a period of 15 days from the date of receipt of this order and on such representation being filed, the competent authority shall consider and decide the same within a further period of 90 days. The petitioner shall also be at liberty to furnish necessary Circular along-with the representation and make relevant pleading therein in support of his case.
