1. The grievance of the petitioner is that the petitioner has been transferred from Janpad Panchayat, Bilha, District Bilaspur to Janpad Panchayat,

Masturi, District Bilaspur by order dated 23.08.2019 and again on 19.11.2019 the petitioner has been again transferred to Jila Panchayat Bilaspur from Masturi.

2. It is stated that within short period the petitioner has again been transferred in the name of attachment. It is further submitted that the petitioner is going to retire in the year 2020 and less then 1 year is left for his retirement and as per the transfer policy the persons who are left with 1 year or less for retirement are to be kept in the home town. Therefore, the transfer of the petitioner may be cancelled.

3. Perused the documents and considering the fact the petitioner seem to transfer on 23.08.2019 to Masturi and the the petitioner is due to retire on May 2020, the petitioner is given liberty to make a representation to Collector, Bilaspur within a period of 3 weeks from today and thereafter the Collector shall decide the representation within the outer limit of 60 days.

4. In the meanwhile, the transfer dated dated 19.11.2019 with respect to petitioner shall not be given effect to till the representation is decided.
