1. Heard.

2. The instant petition is filed for the reason that the pay fixation of the petitioner has not been done and further he has not been paid certain arrears of increment and other emoluments and despite several requests, the same is not been considered, therefore, the limited prayer is made at this point of time that the respondents No.2 to 4 may be directed to decide the representation of the

petitioner within stipulated time.

3. Considering the facts of this case, the petitioner is given liberty to file afresh detailed representation before the respondent No.3 within a period of 3 weeks from today and on such representation being filed, the same shall be decided by respondent No.3 within a further period of 90 days from the date of receipt of the representation. It is made clear that this Court has not expressed any opinion on the merits of the case and the respondent authorities shall decide the matter, on its own merits, strictly in accordance with law, without treating any observation made in this order, as opinion on the merits of the case.
