-21. There is no representation on behalf of the petitioner, when the matter is called in the first round and there is no representation, even when the matter is called in the second round.

2. The counsel appearing for the respondents submits that the petitioner is totally misconceived for the reason that there has been much development that has taken place, subsequent to the notification dated 16.09.2019, which is under challenge in the present writ petition.

3. According to counsel for the respondents subsequently there has been a preliminary notification issued on 05.10.2019, which has not been questioned by the petitioner and subsequently there has already been a final notification issued on 16.10.2019, which again has not been questioned by the petitioner before any forum.

4. Under the given circumstances, the present writ petition in its given form stands dismissed. Reserving the right of the petitioner to challenge any subsequent notification dated 05.10.2019 and final notification dated 16.10.2019.
