The Petitioner has approached this Court with the following prayers : "10.a.
That, the Hon'ble Court may kindly be pleased to allow the petition by giving direction to respondent No.2 to release the bills of petitioner amounting to Rs.4,99,500/- together with 18% interest and costs by holding that action of respondent in rejecting the material vide Annexure P/8, P/9 & P/11 are illegal and same be quashed by giving further direction to the respondents to release the payment of bill of petitioner within stipulated time.

Cost of the petition be awarded and c.
Any other relief or direction which the Hon'ble Court may deems fit, be also awarded."

On going through the pleadings and proceedings, it is in respect of the tender floated by the Respondents i.e. authorities in the State of the Jammu and Kashmir. The rights and liberties flowing therefrom and the dispute, it at all any, in respect of such transaction have to be adjudicated by appropriate forum / authority / Court in the said State; for which this Court is not having any territorial jurisdiction. 3.
In the said circumstance, interference is declined. The writ petition stands dismissed without prejudice to the rights and liberties of the Petitioner; as above.
