W.P.(C) 370/2026 1.

This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "A. Issue a writ of certiorari or any other appropriate writ quashing the Notification dated 06.10.2020 issued by Respondent No.1 insofar as it withdraws the Re-Admission Scheme with retrospective effect.

B. Issue a writ of mandamus directing Respondent No. 1 to consider and grant re-admission to the Petitioner in the BCA The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. Mr. Gupta, learned counsel for respondent No.1 has handed over a judgment dated 12.08.2024 in LPA No. 776/2024 tilted as "Somya Das vs. Indira Gandhi National Open University", wherein the challenge to the said notification has been dismissed on merits as well as delay. 3.

For the said reasons and once the Hon'ble Division Bench has already opined and upheld the notification dated 06.10.2020 on similar grounds namely (i) notification is akin to policy decision and the Court would not interfere with it in ordinary course, (ii) Courts are not equipped with academic or technical knowledge and therefore should be cautions while substituting their view in place of those prepared by professional persons possessing technical expertise, and lastly on the ground of delay. This Court cannot interfere in the said findings. 4.

For the said reasons, the petition is dismissed. 5.
