By way of the present petition filed under Article 226 of the Constitution of India read with section 528 of the Bharatiya Nagarik Suraksha Sanhita 2023, the petitioner prays for the following reliefs: "I. issue a writ in the nature of mandamus or any other writ, Court, directing the respondents herein to provide compensations at-least till 15.06.2022 required as part of 3rd remedy which is an issue related to F.I.R. No. 'ED-LN-000600' annexed in ANNEXURE P5 without any constitutional violations.

Prior to filing of the present proceedings, vidé W.P. (Crl) No. 504/2025, the petitioner had approached the Supreme Court which petition was dismissed by the Supreme Court vidé order dated 12.12.2025 with the following observations:

"We are not inclined to entertain the present petition filed under Article 32 of the Constitution of India. The Writ Petition is dismissed accordingly.

However, liberty is granted to the petitioner-in-person to approach the jurisdictional High Court to avail his remedy available under law."

Subsequently, the petitioner approached this court vidé W.P.(CRL) No.19/2026, seeking the following reliefs:

"I. issue a writ in the nature of mandamus or any other writ, Court, directing the respondents herein to provide all his granted remedy available under law as mentioned in the facts of list no. 1(f), which need to be understood along with the judicial notice of laws/laws in forces/facts available in list no. 1(b), as per Supreme Court grant order of date 12.12.2025 without any constitutional violations.

Kindly do not violate/restrain here the rights of the petitioner which includes article 19(1)(a),21,14,13(3)(a),13(3)(b).

V. issue a writ in the nature of mandamus or any other writ, Court, directing the Delhi Police, Laxmi Nagar, East District to kindly register my valid F.I.R. denied by F.I.R. in-charge on 17.12.2025, 5:30 PM as per the facts available in list no. 1(e) related to some breaching of contract (cognizable offence) by my last employer, Otherwise it is violation of article 13(3)(a), 13(3)(b), 14, 19(1)(a), 21.

VI. Copy all of the orders of the current petition and last order of the Supreme Court writ petition (Crl.) No. 000504 of 2025 to all of the respondents available in the cause title of the current petition.

VII. Pass any other or further orders, as this Hon'b1e Court may deem fit and proper in the circumstances of the present case." 4.

The said writ petition was disposed-of by a Co-ordinate Bench of this court vidé order dated 05.01.2026 with the following directions: "2.

Although the reliefs, as extracted above, are incomprehensible, the petitioner states that he has two distinct grievances:

A. He seeks registration of an FIR against his former employer - Autoone Engineering Services Pvt. Ltd., Pune - in respect of certain allegations with regard to forgery, cheating, breach of trust, and reputational harm.

As far as the first aspect is concerned, the petitioner's remedies lie before the Magistrate's Court under Section 175(3) of the Bharatiya Nagarik Suraksha Sanhita, 2023. He is at liberty to seek appropriate orders from the jurisdictional Magistrate. This Court has not been called upon, at this stage, to make any comment in this regard, including with respect to the issue of jurisdiction, whether before the Magistrate in Pune or in Delhi.

As far as the refund of the court fees is concerned, the Office of the SDM, Shastri Nagar, is directed to respond to the petitioner's application dated 09.12.2022 within a period of eight weeks from today. If the refund is not permissible for any reason, the reasons shall be communicated to the petitioner in writing so that the petitioner may take his remedies."

Considering the evident incomprehensibility of the prayers contained in the present petition, and the fact that some of those prayers have already been dispose-of by the Co-ordinate Bench vidé order dated 05.01.2026 referred to above, this court has attempted to elicit from the petitioner his actual grievance, if any, that he wishes to canvass by way of the present petition.

In response, the petitioner Mr. Sourav Sekhar Behera, who appears inperson, has drawn attention to e-FIR No. ED-LN-000600/2022 dated 12.06.2022 registered by him under section 379 of the Indian Penal Code, 1860 at P.S.: e-Police Station (Laxmi Nagar), Delhi. In particular, Mr. Behera has cited Entries Nos. 9 and 10 of that FIR, which read as follow:

Other than asking the court to consider the above contents of the FIR, Mr. Behera is unable to explain or articulate any grievance that would be amenable to judicial consideration and decision. 8.

Be that as it may, issue notice.

Mr. Kshitiz Garg, learned counsel appears for Mr. Amol Sinha, learned ASC for the State on advance copy; and accepts notice. 10.

In order to be doubly sure, the court has also sought assistance of Mr. Garg in an effort to decipher if the petitioner has any valid, subsisting, legal grievance.

Mr. Garg submits, that apart from what the petitioner has stated in the subject FIR and in present writ petition, the Investigating Officer has no further inputs or insights into what the petitioner is seeking by way of the present proceedings.

Other things apart, in any case, this court is of the view that the directions passed by the Co-ordinate Bench in order dated 05.01.2026 adequately address any grievance that the petitioner may have had. 14.

Accordingly, the present petition is disposed-of, as being devoid of any merit.

The petitioner is cautioned against filing any misconceived, incoherent and incomprehensible petitions in the future. 16.
