The petitioner has filed the present petition, inter alia, praying as under:

"I. Issue a writ, order or direction in the nature of mandamus or any other appropriate writ or order or direction under Article 226 of the Constitution of India directing the Respondents to put in place a formal, transparent, accountable and robust mechanism to keep the victims or complainants or informants periodically informed after every 15 days (as per the Delhi Police's own Standing Order No. 411 of 2012) of the progress of enquiries of investigations made into their complaints related to the commission of offences with the Delhi Police.

II. Issue a writ, order or direction in the nature of mandamus or any other appropriate writ or order or direction under Article 226 of the Constitution of India directing the Respondents to make available a formal, transparent, accountable and robust mechanism to elicit and record the responses of the victims or complainants or informants on the supplied progress or status reports for fast tracking and course correction of such enquiries and investigations." 2.

The petitioner, essentially, seeks that a system be put in place whereby the victims or complainants are informed periodically about the status of their complaints/ cases as well as the progress of the investigations The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. made in the respective cases.

The police authorities have already issued a Standing Order in this regard: Standing Order No. 411 of 2012 captioned 'Modalities to Keep Complainants' Posted of Developments in Cases/Complainants lodged by them under the Scheme "AAPKA UPDATE". Thus, there is a mechanism in place for informing the complainants regarding the status of the complaints/ cases.

The petitioner submits that the lacunae in the said system is that the complainant is only informed orally at the stage of filing a complaint regarding the said scheme and if the complainant does not opt for the same, there is no mechanism where the complainant can register for the same at a later date.

According to the petitioner, the Scheme "AAPKA UPDATE" is not victim friendly.

We note that the petitioner has already made a representation dated 25.12.2024 to the said effect. 6.

In view of the above, we consider it apposite to dispose of the present petition by directing respondent no. 3 to consider the same. 7.

The petition is disposed of in the aforesaid terms. The pending application shall also stand closed.
