Through the present Petition, the Petitioner seeks issuance of a writ in the nature of certiorari by quashing the Punishment Order dated 07.01.2019 [hereinafter referred to as 'PO'] passed by the Respondents.

It is to be noted here that a suit seeking a declaration to challenge the correctness of the Punishment Order is maintainable only within a period of three years from the date of the order. In the present case, the Petition has been filed after a lapse of more than seven years and no explanation has been provided for such delay. 3.
