O R D E R

% 15.01.2016 The present writ petition has been filed seeking a direction to respondent no.2 to pass a speaking order on the complaints dated 4th August, 2014 and 21st August, 2014, which are stated to be pending for order since 15th May, 2015.

The petitioner further seeks to call for the records of the aforesaid complaints before the respondent no.2. Learned counsel for the petitioner states that the amendments in the rules and regulations of the society carried out by the respondent no.3 were not in compliance with Sections 12 and 12A of the Registration of the Societies Act, 1860 and respondent no.2 accepted the amendments without following the due process of law. He further states that many hearings were conducted by respondent no.2 with respect to the complaints of the petitioner, but no order has been passed till date.

Though, the counsel for the petitioner has not been able to satisfy this Court that the Registrar of Societies can perform adjudicatory functions, yet the said issue is left upon and the Registrar is directed to dispose of the complaints filed by the petitioner as expeditiously as possible within a period of four weeks. The petitioner is directed to communicate a copy of this order to the Registrar of Societies.

With the aforesaid directions, the present writ petition and the application are disposed of.
