O R D E R

% 13.03.2020 Instant writ petition came to be filed by the petitioner in person seeking issuance of a writ with the prayers as follows: "(a) Issue a writ, order or direction especially in the nature of Mandamus directing the Respondent No.

(Intelligence Bureau) to have a fair and impartial enquiry conducted by some other officer having a reputation of being impartial especially towards weaker sections of the society. It will be even better if the enquiry is conducted by a panel of officers, including an officer from the Scheduled Caste to ensure fairness of the probe. The present IB official who has been conducting the enquiry for the last 22 years should be immediately divested of the charge of this petitioner but also vindictive, settling personal scores under the garb of this enquiry.

Such an enquiry should be conducted in a timebound manner under the direct supervision of this Hon'ble court.

(b) Direct the Respondent No. 2 to set up an effective in-house mechanism to prevent the misuse of official powers and machinery for ulterior motives in the future." In pursuance of the directions given by the Court a status report dated

11.03.2020 has come to be filed on behalf of IB, which, states as follows: "In compliance of Hon'ble High court order dated 20.12.2019, it is submitted that Shri Ummed Singh was working in Ministry of External Affairs and therefore, Intelligence Bureau (IB), Ministry of Home Affairs in no way is connected/associated with the petitioner.

2. That no specific complaints/grievances have been made against IB/IB employee.

3. That IB has never conducted any enquiry against the petitioner and the allegations levelled by the petitioner is frivolous and is figment of his imagination.

4. That no officer from IB have been named in the complaints as alleged in the instant writ petition.

5. That on receipt of a communication from National Commission for Scheduled Castes, Hon'ble Commission was requested to ask the petitioner to provide strict proof of IB/IB officials on the allegation made by the petitioner vide letter dated 21.03.2015 (Copy enclosed). However, no reply from the petitioner has been received so far." Taking note of the status report in the light of the averments made in the petition and the reliefs prayed thereunder, the Court does not find any reason to proceed further with the petition.
