1. There is an inordinate delay of 17 years in approaching the Court for relief against an order dated 16th /17th April, 2002. Apart from stating that the Petitioner "became disturbed and hopeless and sat silent for some time", there is no attempt made in the petition to explain the inordinate delay in approaching the Court.
