Mr. A.S. Chandhiok, learned senior advocate appearing for the appellant submits that the present appeal has been rendered academic since a new scheme for engagement of Law Clerks cum Research Assistants has been framed.

1.1 He further submits that the Impugned Judgment was rendered in the context of an earlier scheme, which is no longer operative. He submits that the present appeal may, therefore, be disposed of by leaving the questions of law open.
