Learned counsel for the petitioner after arguing at some length, seeks liberty of the Court to withdraw the writ petition with a further liberty to challenge the guidelines issued by the Government of India vide circular dated 17th October, 2024, in an appropriate proceedings. 3.

Accordingly, the petition is dismissed as withdrawn with the liberty as prayed for.
