The petitioner has filed the present petition, inter alia, praying as under:- "(i) Direct Respondents to provide me entire medical documents like condition of my respected mother at the time of shifting to ICU, tests underwent, treatment/medicines given, bills, test/medical reports, permissions/sanctions taken in due course of treatment and other medical activities underwent pertaining to her treatment while in ICU."

The petitioner's grievance is essentially that he has not been provided the medical records and other documents pertaining to the treatment of his mother at the respondent no.2 hospital. The petitioner claims that he has been pursuing with the respondents for obtaining copies of the documents for the treatment provided to his mother; however, his requests have not been responded to.

It is seen that both the respondents are not State under Article 12 of the Constitution of India and are not discharging any public duties; thus, the relief as prayed for in this petition cannot be entertained. However, it would be apposite for the respondents to provide necessary medical records of the petitioner's mother (who has since deceased) if the same are available with them.
