The petitioners in the instant petition seek for implementation of Circular dated 15.04.1999 issued by respondent No.2- Central Vigilance Commission ["respondent No.2-CVC"]. The petitioner is alien to the aforesaid Circular and he has no locus to seek for implementation thereto. 2.
The Circular in question appears to have been issued by respondent No.2-CVC as a guideline to keep an eye on the working of the Officers posted in different Departments.

The petitioners who appear to be Contractor cannot be said to have any grievance with respect to the aforesaid Circular. They cannot ask for issuance of mandamus on the basis of Circular in question. The Court, therefore, has a serious doubt about the bona fide of the petitioners and therefore, the instant petition appears to have been filed to settle a score with the private respondent.

Accordingly, the Court is not inclined to entertain the instant petition and the same is accordingly, dismissed.
