The impugned orders of debarment are dated 06.09.2025. The show cause notice before the debarment was issued on 01.10.2024. The reply thereafter was filed on 07.10.2024.

Though the debarment orders state that the reply was considered, however, as to why explanation filed by petitioner did not find favour with the respondents is completely absent. There are no reasons assigned by the Authority as to why the debarment was necessary. All the issues raised by the petitioner in reply dated 07.10.2024 should have been dealt with. of any reason and, accordingly, the same are set aside. 3.

The respondents shall be at liberty to pass fresh orders in accordance with law after affording opportunity of hearing to the petitioner. 4.

It is up to the respondents, whether they would like to issue the fresh show cause notice or to carry forward the earlier show cause notice. 5.

With the aforesaid, the petition, along with pending applications, stand disposed of.
