Heard the learned counsel for the parties.

On being pointed out that as on today, no cause of action has accrued to the petitioner to file the instant writ petition, learned counsel appearing for the petitioner has expressed an apprehension that if the petitioner submits its bid, the same may not be found responsive or it may be technically rejected.
