At the outset, counsel for the Respondents raise an objection as to the maintainability of the present petition, submitting that the grievance raised pertains to recruitment to a civil post under the Union and falls within the jurisdiction of the Central Administrative Tribunal under Section 14(1)(a) of the Administrative Tribunals Act, 1985. It is contended that the Petitioner has an efficacious alternative remedy before the Tribunal and, in view of the judgment of the Supreme Court in L.
