The petitioner was a candidate for the post of Assistant Grade-III (Hindi) pursuant to an advertisement dated 01.08.2022 issued by respondent No. 1- Food Corporation of India ["FCI"] for recruitment of 'Non-Executives'. The petitioner's name appears in a posting order dated 27.09.2024 published on the FCI website. However, he was not issued an appointment letter, for which purpose he made several representations to FCI. By a notice dated 10.01.2025, he has been intimated that his candidature has been cancelled. The reason given in the communication pertains to the eligibility condition which mandates "Certificate/Diploma Course in translation from English to Hindi and vice-versa of at least one W.P.(C) 1254/2025 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. year duration from a recognised University/Institution approved by Government".

It is stated in the notice dated 10.01.2025 that the petitioner does not fulfill this qualification, as the certificate submitted by the him "does not mention translation from English to Hindi and vice versa". 3.

The petitioner has annexed to the representation a copy of the certificate dated 25.02.2022 issued by the University of Delhi, stating that he had passed Post Graduate Diploma in Translation (English to Hindi) in the year 2021. He also relies upon a certificate issued by the Head, Department of Hindi of the University, which certifies that the said Diploma Course includes proficiency in translation from English to Hindi and from Hindi to English. Learned counsel for the petitioner states that these documents were submitted to FCI.

Learned counsel for FCI, who appears on advance notice, states that the petitioner has made a representation against the cancellation of his candidature on 15.01.2025. That representation is under active consideration of FCI. She states that it will be disposed of within a period of eight weeks from today.

The writ petition is disposed of in terms of this submission. The rights and contentions of the parties are reserved. 6.

The respondent may also seek a clarification from the University of Delhi, if it considers that to be necessary, and call the petitioner for hearing before passing any adverse order.
